Tempe, AZ – The Valentine Engineers team is proud to be part of the Well 20 project near Tempe Marketplace, where significant progress is being made to bring a critical water supply online for the City of Tempe.
Originally drilled and owned by Arizona Public Service (APS), Well 20 was acquired by the City of Tempe to expand the City’s water infrastructure. The site comes with unique challenges, including tight space constraints that require careful planning to maintain delivery access for neighboring businesses.
Project Scope and Features
The upgraded Well 20 site includes:
- Full well rehabilitation
- PFAS treatment system (with prefilters)
- New well pump
- Sodium hypochlorite storage and feed system
These upgrades are designed to improve water quality, increase reliability, and meet the community’s growing needs.

- Ernie Frasquillo, Part-time Construction Inspector
Ernie brings decades of experience, having previously served as a construction inspector for the City of Tempe before retiring. His coordination between all project stakeholders has been invaluable during the construction phase.
Looking Ahead
With construction moving steadily forward, Well 20 is expected to be fully operational by early 2026. Once complete, this facility will play a vital role in delivering clean, safe water to the residents and businesses of Tempe.
