Project Overview

Contracted through the Arizona Department of Administration (ADOA) On-Call Civil Engineering Services program in December 2022, Valentine provided design services for nine Arizona State Parks improvement projects, including Rockin’ River Ranch State Park. The project included both water and wastewater infrastructure upgrades.

The potable water improvements began with an investigation of the park’s five onsite wells, all but one of which were non-operational. Each well underwent water quality testing and pump testing to determine its feasibility for rehabilitation. Based on the results, it was determined that the non-operational wells would not be equipped. The existing operational well, which supplies water to the entire park, was rehabilitated with a new well pump motor, variable frequency drive (VFD) for increased operational flexibility, and new well discharge piping.

Based on the well’s water quality, a centralized arsenic treatment system and disinfection system were added and housed within a custom-designed building for weather protection. A new 40,000-gallon potable water storage tank with cathodic protection was constructed to store treated well water. The chlorine disinfection system included two feed pumps with independent controls that dose both before and after the storage tank to ensure adequate chlorine residual throughout the park’s distribution system.

A new booster pump station with a hydropneumatic tank was added to draw suction from the storage tank and boost pressure throughout the system. The project also replaced approximately 1,160 linear feet of potable water distribution main and service laterals. A stormwater swale was constructed to capture runoff and direct it to a new onsite retention basin. An additional retention basin was added to accommodate treatment system backwash and site runoff.

Due to the nature of the state park, the site was designated as culturally sensitive. Valentine coordinated cultural and environmental services, including a cultural resources inventory, to ensure the project would not adversely affect any cultural resources. The findings were used to assist ADOA in obtaining excavation approval from the State Historic Preservation Office (SHPO).

Valentine obtained an Approval to Construct from ADEQ for the proposed improvements and assisted with bidding services and construction-phase support. The project is substantially complete, and Valentine is currently preparing closeout documentation, including the Approval of Construction and record drawings.
