Project Overview

Project Description: The Poipu Water Reclamation Facility (WRF) is permitted at a capacity of 1.0 MGD and consists of the following major treatment components:

  • Influent pump station
  • Headworks consisting of influent screening
  • Moving bed bioreactor (MBBR) treatment basins
  • Circular secondary clarifiers with return activated sludge (RAS)/waste activated (WAS) sludge pumps
  • Cloth media filtration
  • In-channel ultraviolet disinfection (UV)
  • Effluent disposal to an onsite injection well or to the adjacent golf course lake
  • Waste activated sludge holding tank
  • Centrifuge dewatering with haul off to landfill


Valentine performed the plant capacity analysis to aid California Water Service Co. in determining the necessary upgrades required for near term and long-term flow increases to the WRF.   Valentine provided the following services:

  • Determination of influent flow and loading basis of design
  • Analysis of existing unit process treatment capacities using Biowin, state point analysis and spreadsheet modeling
  • Condition assessment of unit process equipment
  • Development of unit process expansion options to achieve incremental increases in capacity
  • Development of conceptual site layouts and probable opinion of construction costs for expansion options
  • Preparation of a capacity evaluation report
