Valentine provided master planning services for the American Gulch Water Reclamation Plant.  This 3.0 MGD facility has aging treatment components with some treatment components that lack redundancy, treatment capacity or operational flexibility.  Green Valley Water asked Valentine to provide an evaluation of the existing treatment system components with respect to key criteria such as condition/age, redundancy, capacity, treatment performance, and operations and maintenance requirements.  To evaluate the existing plant capacity, Valentine first determined the plant influent flow and loading design criteria considering 25 year growth.  The capacity evaluation was then performed using several tools including Biowin process modeling software, state point analysis (clarifier capacity), and spreadsheet models (aeration systems, equalization requirements).  Valentine and GVW worked together to evaluate the condition/age, operations, maintenance issues, and scoring of each system.  Valentine prepared a weighted scoring analysis of each major treatment component that enabled the team to identify high priority systems that had a combination of low scores for the key criteria.  The evaluations, coupled with 25 year growth projects, allowed Valentine to identify a 25 year master plan for equipment rehabilitation/upgrade and/or expansion.  Next, Valentine prepared alternative analysis and 25 year net present worth costs for various system rehabilitation and upgrade options for the 5 year CIP projects and order of magnitude planning costs for projects beyond five years.  The capacity analysis, condition assessment, scoring analysis, system upgrades/rehabilitation analyses, and capital improvements plan was summarized in a master plan report. Valentine is currently designing the first phase of recommended improvements:  Headworks replacement, equalization basin addition, and aeration replacement/upgrades.
