Project Overview

Valentine performed design, permitting and construction administration services for the 350,000 gpd Class B+ Sacramento Road WWTP at the MTC Kingman State Prison. The prison expansion construction was already in full swing and the Client required that wastewater treatment design, permitting and construction be completed within 11 months. Valentine provided the Client with options for schedule optimization and was hired for the project.  Valentine assisted the Client with an early procurement of a Contractor at 30% plans stage as well as pre-selection of long lead item equipment (SBR package and sludge dewatering system) prior to 30% design.  Once the Contractor was hired, they continued the procurement process with the pre-selected equipment manufacturers.  Construction was completed in nine months and provided an operating WWTP ahead of schedule. Valentine proposed a solution to convert the existing aerated lagoons into recharge basins.  This involved obtaining clean closure of the existing basins from ADEQ and subsequent approval to operate them as recharge basins.  This was a monumental permitting task accomplished within a fast-track schedule.  The following new facilities were designed: New headworks (grinder and screen), influent lift station, sequencing batch reactors, post equalization, aerobic digester, chlorine contact basin, belt filter press dewatering unit, effluent chlorination and dechlorination and recharge basins.

Valentine performed all permitting efforts for the APP permit and closure of key existing process components.  Valentine developed maintenance of operation plan to allow for operation of a portion of the existing plant and construction of the new facility in some of the existing basins.
